DAIL Seeks Public Comments Regarding Proposed Change to Older Americans Act Intrastate Funding Formula

According to the Older Americans Act, the Department of Disabilities, Aging and Independent Living (DAIL) must include an Intrastate Funding Formula as part of the State Plan on Aging. This formula is the method by which DAIL allocates most Older Americans Act funds to the five designated Area Agencies on Aging who are responsible for coordinating many of the Older Americans Act programs and services.
As part of the 2019-2022 State Plan on Aging, DAIL proposes to adjust the timing of the formula implementation. Currently, the Area Agencies on Aging have approximately six months to adjust their budgets when demographic changes in the census cause a shift in Older Americans Act funding through the formula. DAIL proposes to provide the Area Agencies on Aging with an additional 12 months of planning before demographic changes would be implemented.
This delay in the implementation of the funding formula will allow the Area Agencies on Aging time to make planning and budgetary decisions that may be needed to address the impact of financial changes to their organization due to a census change. This is particularly the case for the agencies that would be negatively impacted. DAIL believes that this proposed change is in the best interest of older Vermonters who are directly impacted by the valuable work of the Area Agencies on Aging, and all five Area Agencies on Aging are in support of this change to the timing of the formula.
The State is not intending to modify or change the formula factors or weighting. The current funding formula will remain intact.

The public comment period begins Monday, June 11, 2018 and is open through Friday, June 22, 2018.
