Divisions of the Department of Disability, Aging and Independent Living (DAIL)
- Deaf and Hard of Hearing Services
Deaf and Hard of Hearing Services (DHHS) serves individuals with hearing loss to ensure they have equal access to the services of all departments, divisions and programs within the Agency of Human Services (AHS).
- Division for the Blind and Visually Impaired
The Division for Blind and Visually (DBVI) Impaired serves individuals who are blind or visually impaired. The services provided range from vocational services to a variety of support services. Most of the services provided by this Division are contracted out to private, nonprofit agencies.
- Division of Disability and Aging Services
The Division of Disability and Aging Services (DDAS) is responsible for all community-based long-term care services for older Vermonters, individuals with developmental disabilities, traumatic brain injuries and physical disabilities.

Division of Licensing and Protection
The Division of Licensing and Protection (DLP) is responsible for a wide variety of activities, including inspection and licensing of long term care facilities (nursing homes, residential care homes, and specialty homes for individuals with mental retardation). The Division also investigates complaints about abuse, neglect, or exploitation of elderly or disabled individuals.
- Division of Vocational Rehabilitation
The Division of Vocational Rehabilitation (DVR) is the largest division in the Department, provides a variety of services. The primary focus of the Division is the provision of vocational rehabilitation services to individuals with disabilities, assisting them in preparing for, obtaining, or retaining employment.
